EU Trade Defense Enhancement Sparks France and Germany Action at Recent Summit

BRUSSELS / RankWire.AI / – In a move announced this week, France and Germany have called on the European Commission to develop a swift mechanism for addressing severe market distortions. French President Emmanuel Macron and German Chancellor Friedrich Merz submitted their proposal directly to Commission President Ursula von der Leyen. Their joint initiative advocates for accelerated responses when external nations compromise fair competition within the European Union. Additionally, it aims to establish a more robust legal basis for cases that current trade measures fail to resolve promptly.

The suggested framework would empower the European Commission to impose comprehensive countermeasures against third countries when significant market distortions are identified as a threat to the single market. In extreme situations, this tool could permit immediate exclusion from the EU market. Macron and Merz also proposed adopting a reverse qualified majority system for approving actions—meaning measures would be implemented unless a qualified majority of member states opposed them.

Furthermore, France and Germany have called for a dedicated diversification instrument aimed at reducing reliance on single suppliers of critical goods. Their document highlights risks from dumping, substantial subsidies, supply concentration, and other practices that distort fair competition. The governments emphasized the need for EU tools capable of delivering swift and decisive responses. While the proposal does not explicitly name any country, it comes amid ongoing EU scrutiny of trade relations with China.

EU’s Trade Defense Capabilities Under Review Again

The European Commission responded positively to the Franco-German proposal, describing it as a constructive addition to ongoing discussions about economic risks and global imbalances. The EU already implements measures such as anti-dumping, anti-subsidy, and safeguards to combat unfair or disruptive trade practices. Additionally, the Anti-Coercion Instrument, which took effect in December 2023, enables the bloc to counteract pressure tactics from non-EU countries using trade or investment leverage to influence EU decisions.

The proposed rapid-response mechanism aims to broaden the scope of market distortion responses and to streamline decision-making processes within the EU. France and Germany urge the Commission to act swiftly without waiting for the usual political consensus. Their approach shifts the burden to member states that oppose specific measures. EU leaders are set to convene in Brussels on October 15 and 16, shortly after the proposal from France and Germany was presented to the Commission.

China Criticizes EU’s Proposed Trade Measures

On October 6, China’s Ministry of Commerce issued a response urging France and Germany to refrain from advancing what it described as protectionist EU tools. The ministry emphasized that economic interdependence should not be viewed as a risk and called for continued support of open trade. It also warned against escalating economic and trade disputes into broader security conflicts. Beijing has separately criticized discussions about stronger EU measures that could limit Chinese companies or products.

This initiative emerges amid ongoing negotiations between EU and Chinese officials over trade imbalances, export controls, and other commercial disputes. EU trade authorities have increased vigilance on sustained import growth and industrial overcapacity. France and Germany have stated that their proposed framework should be applicable across all countries, rather than targeting a specific trading partner. The European Commission will evaluate the proposal alongside existing trade defense measures and the broader EU economic security strategy.
